Add proxy WASM support

Please describe the problem you have

The proxy-wasm spec defines a way to write plugins in a proxy-independent format. We should think about how we want to leverage this in Contour. We could use it to let operators extend the proxy, or we could use it ourselves to add the capabilities we want.
