Deprecate Envoy Infrastructure Management

Please describe the problem you have When https://github.com/projectcontour/contour/issues/3545 is resolved, Contour will begin managing the Envoy infrastructure, i.e. Envoy DaemonSet and the operator should no longer manage the infra. Whether Contour manages the Envoy infra through the current ConfigMap or a new config CRD, i.e. evoys.projectcontour.io/v1, is still TBD. Contour may only manage the Envoy infra when it's configured for Gateway API.
