Expand the open governance

It's important IMHO to expand and review the current open governance, to be aligned with CNCF Open governance.

What would the new user story look like?

As a community member, whether user or contributor or maintainer, I'd like to understand how the Capsule project's governance is implemented.

For example:

• maintainership duties
• maintainership election
• contributor duties
• etc.
