Bug: Reindexing progress bar doesn't progress as expected

Description

There are reports that the progress bar often doesn't show up, or shows up already at 100%.

More details are needed to flesh out this issue.

I am recommending we look into solid_cable to fix this. I tried action cable and it worked great but we figured it would be too much of a burden to make users spin up a redis server. solid_cable would solve this issue.
