Bug: Intermittent/sometime unreproducable, user gets deleted when user gets added.

Steps to reproduce

1. Go to Users tab on the exhibit
2. Add a new user. Don't click the save button, hit enter.
3. It should add your new user, and remove the existing one.

I'll watch out for this. I could not replicate on current main with Ruby 3.3.0/Rails 7.0.8.6/Devise 4.9.4/Blacklight 8.6.1.

If I remember correctly this @taylor-steve was able to replicate this once the ticket was updated to include the information about hitting enter and not the save button.

This might be better to wait until it is hooked up to stimulus. There doesn't seem to be an easy way around. This is happening because hitting enter it is triggering the submit button for remove from exhibit
