Re-configure docker daemon to run on TCP

Counter part of the issue at https://github.com/projectatomic/adb-atomic-developer-bundle/issues/266

If above issue is agreed, we need to reconfigure docker daemon inside vagrant box to run on TCP socket and generate certs accordingly.
