answers.conf.sample should offer choices of providers and provide more

Can we add comments to the answers.conf sample to provide context for the answers and to alert users to the presence of more than 1 provider? I realize they could read the Nulecule file, but some may not parse exactly what they are reading.

If no answer file and multiple providers, prompt user. For non-interactive use where there are no params user can pass in --provider <provider>

All this is easier with atomic CLI when we get this patch in to append arbitrary opts.
