Failed to mount OverlayFS device

I am trying out oscap-docker which uses project atomic.

I ran oscap-docker image mysql I got following error message.

Failed to mount OverlayFS device.
mount: special device overlay does not exist

Error is from here

Log I got from dmesg | tail

My OS: ubuntu 16.04
