Determine what tools container to recommend and document it

We need a tools container to recommend for usage with the vagrant ssh use case.

@LalatenduMohanty I suggest we close this and deprecate the ssh use case. Even if we keep the ssh use case, let's close until we are on an atomic host or similar base that doesn't allow installs.

@thatdocslady According to my understanding this issue came because of some of tools which developer thought would be helpful but we had counter part of increase of box size. Now since we want our VM's as black box for user so we should close it. @LalatenduMohanty WDYT?
