Provenance generation for SNP measurement

snp_measurement takes two binaries (stage0 and Oak restricted kernel) and measures their layout in memory with SNP paging.

We want to use this tool and generate a provenance statement where the subject is the SNP measurement. It should be possible to do this by adding a new buildconfig file.

Ideally, the provenance should include the digests of the input binaries. The best place for this is the command field of the buildconfig, but for that the snp_measurement tool has to be updated.
