Vertex water subdivision does not subdivide

Vertex water "subdivision" actually just packs the same wave pattern into a smaller area, leading to no improvement (actually a reduction) in apparent water smoothness. Turning up the vertex water settings should instead keep the same wave size but increase its poly count as expected. This is very obvious with tweaked water amplitudes (world.h) and in wireframe mode with showmat 0.
