Gauntle `Hotkey Binding` and `Quit` problem on Windows 11

[Problem]

• Clicking "Quit Gruntlet" in the taskbar does not work, and the application does not quit. It has to be manually killed program.

• Hotkey bindings do not take effect unless the program is restarted.
