[REQ] Investigate additional patch layers

What is your request or suggestion?

When patching alpine images with and without a report, two patched layers are created. The same happens for patching debian/rpm images without a report. Would it be possible to squash all additional layers into one?

This is due to patching w/o vuln reports having an additional run step to check if error_log file exists. This does not happen if vuln reports are specified. https://github.com/project-copacetic/copacetic/blob/d785a5cd6813f7fd4c79fcaf96336dfe441111ed/pkg/pkgmgr/rpm.go#L496

since this is a cosmetic thing, i wouldn't say high priority but can we merge with previous run command?
