Update base notebook image

WHY

The current notebook image used in the custom-nb-image uses packages that are no longer supported.

WHAT

Update the base image here to reflect the update in this thread.

TESTS

Manually test that the updated image works as expected.

DONE

The base image has been updated and everything works as expected.
