[Documentation] 1.3 Identify Cluster changes without revision update, new scenes management cluster with different cluster id

Documentation issues

1. Identify Cluster before had QRY feature and commands associated with it. In 1.3 documentation revision of this cluster did not change even tho feature and command got removed.
2. In 1.3 Documentation "Scenes Cluster" got replaced by "Scenes Management Cluster", but it now has different Cluster ID

Questions: I realise this might be intentional but I'm wondering how backwards compatibility can work with such changes? Should Matter servers/controllers support multiple revisions of clusters?
