This is a experimental queue in android chip-tool with a cluster "allow-list", at default, no cluster interaction can be queued, if we wanna queue the specific IM operation, we put the path in queue, In the context of Timed Invoke and Write, it is essential that any queue configuration adjust the originally provisioned timed bits downward by the time spent in the queue.

when check-in message is received, we can flush the queue.
