[Platform] Deprecate CHIP_DEVICE_CONFIG_ROTATING_DEVICE_ID_UNIQUE_ID

Reproduction steps / Feature

CHIP_DEVICE_CONFIG_ROTATING_DEVICE_ID_UNIQUE_ID needs to deprecated and cleaned up from the code base. There is no situation where a compile time unique id to generate a rotatingDeviceId makes sense.
