[Feature] chip-tool versioning display

Feature description

Seems there is no real version display on chip-tool

Unless i am mistaking ... where can we see it ?

chip-tool -v doesn't exist 

chip-tool should display some banner as well

we need to know the commit sha1 + the branch + the supported version of Matter

a dirty version should be shown if any
semantic would nice also
