Make the non-generated parts of the silabs code compile without needing to include generated headers

Problem

The non-generated parts need to include generated headers to compile. This makes it hard, for example, to put the non-generated parts into a library that the generated things link to.

Proposed Solution

Figure out why they need those and see if we can eliminate the includes.

This is not an easy issue. The ZCL clusters code is so tied with the generated code. I do not any good plan yet for this :(
