Exchange Lifetime: Relevant Scenarios
Problem
To really solve #6456, we need to distill the set of scenarios we want to see solved in the SDK around exchange lifetimes, and how various events that can occur in lower and upper layers influence the lifetime semantics of an exchange.
See #9955 I'm working on the state machine of exchange context, also define lifecycle of it.
