Describe the bug

[Bug] [SVE_1.4.2][TC-IDM-10.2] UI Python said Cluster: 62 (0x3e) OperationalCredentials's command 0x0c, 0x0d, 0x0e are included, but disallowed by conformance. When try to disable them, the PICS tool will report error

Those commands are provisional in the specification until the SVE is done. Please run the tests with the test parameter "bool-arg": "allow_provisional:True"

That flag is specifically for test events (disallowed at certification)
