Bone meal still always works with multiplier set to 0.1

I set the bone meal effectiveness multiplier to 0.1 but it seems to work every time (though with reduced effectiveness). My best guess is that another mod might also be modifying bone meal behavior, but I can't think of which one it would be.

Steps to Reproduce

Change config so bone meal effectiveness multiplier is 0.1, use on a crop, see it grow. Tested on wheat, beetroot, and Cactus Fruit (from Pam's Harvestcraft)
