LinkRelay: Implement ignores (or enforce admin ignore)

I believe LinkRelay should have it's own ignores as sometimes admins must set very wide ignores such as *!uid*@gateway/web/irccloud.com/*.

The story behind this admin ignore is that one channel had ban evader who just made a new account every time when they were kbanned so I had to add AKICK for that too and there was a reason to suspect that the bot would be used for sending tells to ops and normal people.
