Topic: Separator command should allow changing the config option even without the bot being op

Some channels have bot without it being op and the channel being +t and it would be nice if topic separator "::" would be usable. I understand that config channel #channel plugins.topic.separator "::" is possible, but that looks more scary and we don't want to change the topic from what it already is to what it already is.

Updating the separator could of course be done if the bot was opped or the channel was mode -t, but it's not so important and ops can most likely change the separator by themselves too.

The separator changes the topic on the spot, so how would it be useful on a +t channel if the bot isn't op?

In my opinion the usefulness comes with commands such as topic get 3 which won't work if the bot imagines topic separator to be something else than what it actually is.

So, this would just change the config option instead of the topic, hmm

If its opped then change the topic if it needs to be, otherwise just change the config option
