Add CII Best Practices badge
I see that some open source projects make use of the CII Best Practices badge. More details on this badge are here: https://bestpractices.coreinfrastructure.org/en
There are four states of this badge: 1) in progress, 2) failing, 3) passing, 4) silver, and 5) gold.
The good thing about using this badge is it will help us ensure we are doing open-source "right", or at least in a way that meets broader OS community expectations. I've gone through the process of creating a badge for this project, hopefully the link works for everyone: https://bestpractices.coreinfrastructure.org/en/projects/3666
The badge is 94% complete with the following remaining issues:
- no release tags
- no release notes
- no response to a majority of enhancement-related issues (most issues have no response)
- no documentation on testing practices
- not sure if eslint warnings are all resolved in the current version of the project, so left this as "?"
These should all be easy to resolve, and then we would have a 100% green badge to include on the README. I'm not sure this process will be seen as more of a win than busy work by everyone, so let me know what you think. I think it's helpful since it ensure we cover all expected basis in the open-source game, as we are new to this as an organization.
