Breadcrumbs for alternate user parent should reflect what is expected from the page tree

Short description of the issue

The breadcrumbs when editing a user under an alternate parent show Admin / Access / Users but I think they should really reflect the page tree where the user lives, eg About / Staff.

This affects stock PW installs, but it's even more noticeably annoying when using @Toutouwai's essential BreadcrumbDropdowns module.

Expected behavior

Breadcrumbs match user location

Actual behavior

Shows Admin / Access / Users which is confusing for site editors.
