Missing / not working "user-view-guest" permission

Short description of the issue

If you have users under an alternate parent / template, but some of those users only have the guest role, then their user profiles / pages are not viewable on the frontend by guest visitors. I would have thought that adding a user-view-guest permission would fix this, but it appears to be ignored.

Expected behavior

Guest users should be able to see user pages who only have the guest role.

Actual behavior

They get a 404
