Activate launcher ( 1000 users) When phase duration exceeded, but not all users were lauched (177 users, 17.7% of phase) I want to know why 17.7% users lost?

This can have various reasons. Maybe your test cluster (or controller) was overloaded is the most probable one with no further information.

An overloaded cluster/client is one possible cause, the other one is : Since the time elapsed between two users is random (exponential distribution), it can happen sometimes that some values are very high (well abose the mean), so the mean inter arrival of your test will be higher than the theoretical mean. The expected number of users is computed from the theoretical mean, so you have less users started than expected.
