send_stanza with PEP doesn't push it if user is offline

In continious to that issue: #2649

This option works but the PEP message is not being sent to the users if there is no an active resource connected to that account: i.e, if admin user sends stanza on behalf of user1@localhost and user1@localhost is offline NOW, the PEP will not be sent to the users
