any reason why i cant find a way to install this lovely ide ?

im running windows 8.1 & 10 and i cant find my current version 2.2.1 to switch to this PDE X mode and the link provided "click here" is broken so i cant down it like that. help please i would love to use this intelli feature and live auto fix
