In this webpage, the links connecting list elements (inside issue template) aren't working as intended. It should smooth scroll to their respective sections , instead it reloads the page. Also their respective sections have quotations(" ") unlike other navlinks sections.I think it was not intended.

Expected Behavior

The webpage is reloading instead of smoothly scrolling to certain sections after clicking the nav link: under(issue template)

click the nav link inside the all-about-issue/issue-template links: Found a bug Existing Feature Enhancement New Feature Request Discussion these links are reloading the page instead of navigating to certain sections.
