Download links skipped by screen reader

Actual Behaviour

The chrome screen reader skips the download links under Single Files section. This might make the links inaccessible to people using screen readers.

Expected Behaviour Screen reader must read/announce the download links.

Steps to reproduce it

1. Install the chrome screen reader extension
2. Scan the download page.
3. See error
