page becomes unusable when zoom is set to 100%

When my window is zoomed to 100% or lower the page stacks the menu on the left and the content on top of each other. The scrolling of the page no longer scrolls the content so you cannot see all the information on the page and the page appears to scroll forever. I attempted to repair the problem modifying only the css, but I couldn't find a simple enough solution without having to do a complete overhaul. An overhaul might not be a bad place to start. we could at least design a new page and see what others think. I know the page has become bloated with a lot of content that has been "ghetto rigged" together.

I originally saw this bug back when I first came to the page months ago. I couldn't figure out why the page wouldn't let me view all the content, the bug actually made me think the project wasn't worth my time. I thought "if they can't get their homepage to display correctly, how can I expect any of it to work," Unfair of me to think. But, one could imagine if others ran into this issue like I did, they might think the same thing. If you guys are having trouble reproducing the bug let me know and I'll make a video showing what I see.

I'm using Chrome Version 40.0.2214.93 m on a windows 8.1 laptop. When my window is zoomed in to 110% the page displays perfectly and I don't have issues. It only appears when the zoom is <= 100%.

Cannot reproduce on new version of website.

Can be closed?
