Feature Request: Disable Replies Reopening Issue

I'd like to request a new feature: Disable reopening an issue if a user replies. Often times, OPs will reply with no intention of continuing triage or contributing anything meaningful - they just want their issue to stay open. We're enabling this bot after hostility from users after maintainers have dropped a "stale" comment and closed an issue. In our project, users or the community must pick up and triage issues that the maintainers have chosen not to.

ironic that stale is closing legit feature requests for itself shows how much of a bad idea this bot is :)
