Bug? Reopen after a manual close

I had an instance where our "waiting for customer response" label was added to an issue, and before the issue creator responded, I fixed and manually closed the issue. After the original author responded, the bot reopened the issue.

That behavior seems like it could be a bug to me, so I thought I'd report it.
