docs: cloud instructions

Bringing in the up-to-date instructions for Google Cloud setup.

Ideally we would end these instructions with a link to a tutorial.

@mhuebert looks great - would you mind installing the pre-commit hooks and running those? Then merge away!

@sritchie I had to make changes in unrelated files for the pre-commit hook to pass. Maybe @nishadgothoskar wants to have a quick look at the changes to viser.py before I merge: https://github.com/probcomp/bayes3d/pull/50/files#diff-65d7054e95df78317ed4fe8e85a7a2017107cd970e1d0af84f5c1e6e2d538ca4
