Add a way to be notified of new "issues" (website updates)

Last Issue was in August, the one before was in February. As they are infrequent it would be great to have a way to get notified when there is a new issue, e.g.

• newsletter (email)
• RSS feed
• perhaps even just tag a Github release (can be empty but at least if you have a GH account you can then click Watch -> Custom -> [x] Releases)
