Is your feature request related to a problem? Please describe. A flake8 plugin which checks for use of platform specific strftime codes - and Windows specific strings should be easy to find with this...

Needs flake8-helper which then need whey as a build backend - sometimes you have to hate python packaging - unless "whey" makes it to oe-core we should not add this here
