`SolutionTransfer` should not be initialized for 1D

This causes all 1D simulations to break because AMR is not support for 1D and the parallel solution transfer does not work on the Triangulation class for deal.II 9.6.

This theoretically shouldn't be an issue in deal.II 9.7 since the solution transfer class has been refactored.
