[Bug] Clicking & dragging outside of Dialog closes the dialog

When clicking down (I.e. making a selection) within the Dialog component, if I am still mousing down and I drag my cursor outside of the dialog, it closes. This is especially problematic if I want to select some text but go outside of the dialog while selecting it, because it closes.

Hey @lindseywild ! We may look into this as part of our Primer Quality work but, given it's a Rails issue, it's not as likely we'll prioritize it. Can keep you informed
