When trying to file a request for a new component, it redirects to https://github.com/github/primer/discussions/categories/design-patterns which 404's

Steps to reproduce

1. Click new issue
2. Click "Propose an idea for a new component"
3. Get redirected to non-existent page

👋🏽 @hellojanehere - I'd love to get your product-specific input on this. Where should the general public open a new issue to propose a new component? At the moment, this repo's ISSUE_TEMPLATE/config.yml contains the metadata for proposing a new idea against github/primer, something not available to the public.

Would either of these repo's discussions be a better fit, or a different channel?
