Windows High Contrast mode contrast bugs

Description

Filing high contrast issues encountered https://github.com/github/copilot-core-productivity/issues/845 Verified that these repro on primer.style

Disabled action items do not meet text contrast standards on a normal background. Image TextInput border does not meet the 1:3 contrast requirement. Image TextInput selection outline is not the selection color in high contrast mode. Image Focused ActionList.Items show no outline on high contrast ActionList.Divider is not visible on high contrast Tooltips don't render correctly in high contrast Image

Steps to reproduce

Each issue can repro'd by visiting the corresponding component on primer.style, and either using the Accessibility Insights for Windows app to check color contrast, or turning on Windows High Contrast mode.
