Scroll Bar coming in between the Settings Button

Describe the bug The settings button comes in between the scroller , on the top-left side

To Reproduce Steps to reproduce the behavior:

1. Go to primer [https://primer.style/css/storybook/?path=/docs/introduction--docs]
2. Look at the "settings icon" on the top left side , above the Find component nav-bar
3. Try clicking the settings button
4. See error

Expected behavior The setting button was supposed to be clicked without the scroll bar coming in between the icon

Additional context The setting button component should be place slightly on the right side and it is not responsive
