Tooltips getting clipped on small screens

Describe the bug Hi! I noticed that when a tooltip is triggered on a small screen (like a phone), the tooltip can sometime get clipped (some of its content appears outside of the view). See the following screenshot I took from the Primer CSS docs page:

I am able to reproduce the same behavior with multiline tooltips as well.

I first noticed this behavior on Safari on iOS 15, but was also able to reproduce using the Chrome developer tools.

Additional context I couldn't find a past issue that discussed clipping tooltips. Is this just a limitation of CSS-only tooltips (without using JS)?
