🐛 [BUG] - Subnav layout shift

Describe the bug

The forward slash / and subnav items shift when the page loads. On localhost, sometimes they get stuck below the headline. I've only been able to reproduce this in Safari.

Reproduction steps

1. Go to https://github.com/features/copilot
2. Reload the page.
3. See layout shift in Subnav at the top.

Expected behavior

1. Go to https://github.com/features/copilot
2. Subnav loads without layout shift.
