[Feature Request] Add horizontal spacing options to LogoSuite

Hi PB Team!

Currently, the LogoSuite component does not allow for an option to control the horizontal spacing between logos. It would be nice if there was a condensed option implementers could use to shorten the gap between logos.

I believe the spacing between the logos is based on marquee speed so it feels like the core logic for determining spacing should live at the PB level.

@seangolob we discussed this with the Primer Brand team last week and I think we are waiting on some consensus on whether the PB team wants to add that condensed gap option or if it's going to be a logo size option instead.
