Tooltip: autohide still does not work?

Describe the bug

autohide=false should work but currently does not and behavior as if autohide=true. This behavior is also happening in https://primeng.org/tooltip#autohide. Perhaps some other changes overwrote https://github.com/primefaces/primeng/pull/13847 ?
