Add HTTP(s) proxy support to configs

Because if/when the OpenClipart API issue is finaly fixed :) users behind proxies will still not be able to use OpenClipart.

I think the OpenClipart issue is fixed. See #189 and #265.

@bmarkovic Are you always behind a proxy? If not, does OpenClipart not work for you all the time?

I'm sorry for not reporting earlier, I seem to have missed it. Yes, I have issues with OpenClipart API only when behind proxy. It works in latest couple of versions (2.0.14 onward, it didn't work in your early builds).
