Semi compact sexy comments without the first blank line but with the final line skip in C

I want my C comments to look like this! How can you not have this? Unacceptable! XDXDXD

current behavior at 2.5.2:

Values: 0 or 1.
Default 0.

Some people may want their sexy comments to be like this: >

As opposed to like this: >

     */
