Trying to build premake-core from source on Win32

Without any POSIX environments like Cygwin or MSYS2, so there will be no POSIX utilities like rm. I only use a standalone MinGW-w64 distribution (to be clear, from winlibs.com). I followed the instructions for mingw on BUILD.txt, but it's apparently is for the legacy mingw.org, not MinGW-w64, since there is no mingw32-gcc on MinGW-w64. I omitted CC=mingw32-gcc and started with this command:

mingw32-make -f Bootstrap.mak mingw

It will fail immediately with errors regarding CreateProcess. It seems Bootstrap.mak still expects some sorts of POSIX environments since it's using POSIX utilities like rm which clearly are not available on pure Win32.

p/s: I don't want to install any POSIX environments like Cygwin or MSYS2. I don't want to install Visual Studio, too. Only a standalone MinGW-w64 distro and pure Win32.
